The Southwest Wisconsin Workforce Development Board (SWWDB) is issuing this Request for Proposal (RFP) to solicit qualified organizations with the expertise and capacity to coordinate the delivery of workforce services and deliver Title 1 workforce development services, as defined and authorized under the Workforce Innovation and Opportunity Act (WIOA), including relative National Dislocated Worker Grants, to adult and youth customers located in Grant, Green, Iowa, Lafayette, Richland and Rock counties.
It is the Respondent’s responsibility to be familiar with all laws, statutes, rules, regulations, state and local plans, policies and procedures that are applicable to the aforementioned services. Furthermore, proposals shall sufficiently articulate the Respondent’s plan of action to deliver the solicited services and demonstrate a successful performance record of delivering the indicated services.
All times shown are Central Standard Time (CST) and are estimated to the best of SWWDB’s ability. SWWDB reserves the right to adjust the schedule when it is in the best interest of SWWDB or to extend any published deadline. SWWDB shall conduct all activities virtually when possible.

A letter of intent is required and will ensure interested parties receive notices of RFP updates and events. Letters of Intent must include Respondent contact information (name, title, telephone number and email address) and be sent to RFP@swwdb.org by 12:00 p.m. on February 23, 2021. Letters of intent will ensure an invite to the Proposer’s Conference.
All questions/requests for clarification are to be submitted via email to RFP@swwdb.org by 4:00 p.m. on February 24, 2021. SWWDB will answer questions posed after this date, but encourages Respondents to submit as soon as possible.
SWWDB reserves the right to reject any or all questions or requests for clarification, in whole or in part.
All responses to written questions/requests for clarification that are accepted by SWWDB will be posted to the SWWDB website (www.swwdb.org) no later than 4:00 p.m. on March 3, 2021.
SWWDB Communication and Blackout Period
To avoid actual or perceived conflict, or undue influence over the process, all Respondents (including current Operators/Service Providers) are prohibited from contacting any SWWDB board member, committee member or staff (other than the contact listed above) regarding this RFP. Contact with anyone for purposes of influencing the outcome of the procurement will result in disqualification of the prospective Respondent from this competitive procurement process.

Question: Because the proposal will be submitted virtually, can the signature be electronic?
Answer: Electronic Signatures are allowed.
Question: Page 31 – D. Section regarding Pre-employment and subsequent screenings. If the incumbent retains the contract, will all current employees need to get a Level 1 background check, credit check and drug screening?
Answer: No. However, if a current employment has not received the Level 1 screening, this will need to be conducted. Pre-employment screenings are required prior to employment and as indicated in the Respondent’s own policy. New contractor staff will be required complete Level 1 screening as indicated in the RFP document.
Question: Page 31 – D. Section regarding Pre-employment and subsequent screenings. How often will this be required? Will this cost be allowable to bill back to the grant?
Answer:The requirement is that the eventual contractor/subrecipient has a policy relating background screenings and are to follow that policy as it relates to frequency. Screenings conducted prior to the contract begin date are not reimbursable. Screenings conducted after the contract begins would be an allowable expense.
Question: Just to confirm there are only 2 areas (questions) to complete in the Proposal Abstract Att B?
Answer: Yes. That is correct.
Question: Can attachments and addendums be added, charts, graphs to illustrate the proposal? If so, where would that be added in the order?
Answer: Respondent attachments are permitted and should be included at the end of the required attachments. The list of required attachments is found page 43 of the RFP document.
Question: On the required documents, The Project Narrative Template, does this required information start on Page 12 of the RFP with the Project Narrative and ends on page 29 with the Special Considerations?
Answer: Yes. Section V. of the RFP provides information related the Project Narrative Template.
